Portugal now has one of the best incentive schemes in Europe funded by the Institute of Cinema and Audiovisual (ICA) with a cash rebate of up to 30%.
There are two types of incentive depending on the size of the production.
CASH REBATE for Medium Productions
- €500,000, minimum expenditure on eligible expenses in Portugal.
- Rebate of 25% to 30% (depending on a Culture Test assessment).
- Rebate of 40% on all expenses incurred in low-intensity territories (interior) and on the islands of the Azores and Madeira.
- Maximum Incentive per project: €1,5000,000.
- Payment in stages.
- Two application periods: April 1st until May 31st (exceptionally this year there are 60 days) and from 23rd from September until October 22nd.
- The approval criteria will no longer be “first come, first served” but based on the score of a Culture Test assessment.
- This fund has a total of 14 Million Euros, 7 Million Euros for the first application period and 7 Million Euros for the second application period.
CASH REBATE for Large Productions
- €2,500,000, minimum expenditure on eligible expenses in Portugal.
- Rebate of 30% on the first €2,000,000 and up to 25% on the remainder (depending on a Culture Test assessment).
- Rebate of 30% on all expenses incurred in low-intensity territories (inland) and on the islands of the Azores and Madeira.
- Maximum incentive per project: €6,000,000.

- Applications can be made throughout the year until the annual budget of 20 million euros of this incentive is exhausted.
Our last film project for Netflix, ‘Damsel’, used Portugal for all its exterior locations.
Previously in Portugal, we have also worked on 2nd Unit work for ‘The Little Mermaid’ for Disney and VFX 2nd Unit work for ‘Suicide Squad 2’ and ‘Aquaman II’ for Warner Bros.
